How to place fallout 1st tent.

Tents. For the life of me I cannot place a tent of any kind except inside my camp. Survival Tent shows pale grey in Favourites menu and is unavailable. The survival tent is nice on my main character, but I also have the skin with a workbench in it. Since I'm a longtime Fallout hoarder, I can just grab all the things and then breakdown and sort into my stash box and scrap box anywhere.
