Downshifting from 6th to 4th at 65 (or even 75+) mph shouldn't cause the tires to lock up. It might cause a 1500 +/- rpm jump, but that should be nowhere close to tire lockup. Normal position is with the piston up. Pushing the button will push the piston down, or it is supposed to go down when the brake pedal is pushed and truck is running. The arm has two pins holding it, one on either side, you can use a small screwdriver and pop it out. Once out, the piston can pull out.

Ive had a similar problem in a chevy. In my instance the shifter actually jumped out of the grooves between the shift forks. You can take the console off around the shifter and pull the boot up and take the four bolts loose that hold the shifter to the tranny. when you pull up the shifter you will see the grooves that the shifter is supposed to go in.
