It seems that the game will look for any job to give a dwarf other than handling things that can rot and generate miasma. In a 200-dwarf fortress, it runs out of busy work pretty quickly and allocates some idle dwarf to handle the potentially smelly thing, but in a 7-dwarf fort that isn't the case.Food stockpiles cover the meat, but the other stuff may rot still, especially if its not on its own stockpile (i.e. the refuse one). Make sure you have a good sized refuse stockpile for the other stuff the butchers shop makes. Also, you can see whats in the butchers by using T and hovering over the shop to see whats in there that might be rotting.

Mitigations to avoid miasma spreading include: 1) enclose butcher/kitchen/still completely and use a door for access. All workshops have some non-pathable tiles, and statues and archery targets are also non-pathable.
