I'm wondering if they have barred the PTS server from the public so that the devs can use it to test bug fixes ect. Like a lot of companies Bethesda and ZOS have their staff working from home as widely as possible but that makes investigating and fixing things, along with creating new content hard as so often their own test servers are in house use only and can't be made available long distance.
