The problem is you gotta hit early and you gotta hit fast. Because everyone hates you off the bat you don't want to let the game continue the early game build up. You need to exterminate the empires directly bordering you as quickly as possible and take that territory for yourself.

The only civics that should be blocking that action are Inward Perfection and Determined Exterminators according to the wiki. Make sure the planets you are trying to release don't have culture shock or nerve stapled.
