There is no secret, fuse izanagi for a better persona. Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. As a general rule of thumb - you can and should fuse any and all Personas for higher level Personas. For me, Izanagi only is the default strategy for P4G.
