Purpose is to warm air going from the intake manifold into the engine during starting. It is on when the "Wait To Start" light on your dash is on. Cummins uses it instead of glow plugs. The colder the ambient temperature, the less willing your engine will be to start.

The ECM monitors the circuit for continuity when the intake heater isn't on as the heater will read an almost dead short to ground, and then it reads 12 volts + when the realy is on. You could probably use a resistor and make it act as the heater to get rid of the codes without EFILIVE.

I deleted mine and two days later, I had a Check engine light.
