When running at idle the pressure jumps to 80 psi, oscillating between 75 and 85. Disconnecting the vacuum line to the regulator has no effect on the pressure. Fuel needs to move from the storage tank at the back of your Jeep to the engine, at the front. An electric pump in the tank lifts fuel and forces it into your Jeep YJ fuel line, through the fuel filter to clean it, then to the motor. If you suspect that the fuel return line is blocked, a simple test to do would be to remove the fuel return line and blow through it. If you can do this, then it is not blocked. Another test you can do is to put a fuel pressure gauge in the return line, run the engine through idle to about 1500 RPMs, and see what it reads.

If you used a mechanical fuel pump. Then it would have to be one for a SBC. The old Jeep's with carbs used a mechanical pump that wouldn't fit on a SBC.
