Look up underneath the edge of the flywheel and see if mark "a" on the flywheel is lined up with mark "b" on the timing plate base. That is full advanced. If this does not happen you have to adjust your cables. Another problem can be that the roller of the carb hits the cam to soon. This also increases the idle rpm.As long as the operation of the motor is fine, (idle, rpm, etc) then there is no reason to adjust the tabs. just loosen the arm and slide it to the right to contact the timing arm.
