Enemies shrug it off very, very quickly. That said, getting sloth on onmyo or ninjutsu hit on your accessories is very good as each hit with such abilities refreshes the counter. Then whatever stats you need for your build. You really only need 1 damage related stat at least, 2 at most. This goes for all weapons really. As for Light or Heavy armor that's up to you. The extra ninjutsu power will help more with skills but the damage bonus from the set will help more with all other damage. I just tested it the other day. What numbers did you get? Mine seemed to go from a little less than 4% to around 10% with 494ish ninjutsu power. If it’s way higher at 750 or more ninjutsu then damn it definitely good now.
