Even at full upgrade, it's only able to do a fraction of a weapon with functioning scaling. I use it on a low level char, the weapon art seems really good for bleeding. I can't really speak for it later in the game though. Edit *Ash of war. Currently I'm not sure it scales at all (no + or - numbers after base damage).
