Fly back to the A class cabinet. If that experimental doesn't pop in the A class cabinet, then you won't find it as S class.

Hey guys I saw a few people asking how to do this, I've found one solution so far. The settlement's build area radius is the same as a player base, 300u. If you build a player base 301u+ from settlement center you can use known build radius extensions to encroach into the settlement, even up to another 700u through and beyond if you're so daring.

I had this happen as well. Changing systems, visiting space stations, some combination gave me the option to restart the settlement mission (red icon over that mission in your log). I begrudgingly reset to start over, the settlement icon reappeared, and to my surprise I hadn't lost any progress.
